The starting point

Everything built, nothing formalized

The development had its hydraulic infrastructure built years ago, potable water service running, and availability letters granted. But the easement in favor of AyA was never constituted.

Today's application of the regulations turned that omission into a wall: without a registered easement, no new availability letters and no continuity for the development. 2,241 meters of working pipe that, legally, hung in the air.

The strategy

Rebuilding the file of a living system

RAM ran the technical and regulatory diagnosis of the existing system against AyA's regulations, with a survey and analysis of all infrastructure, plans, documentation, and APC-CFIA processing (code 1106663, valuation ₡45.0 million).

The added challenge: coordinating multiple owners to constitute the easement — a process that is more negotiation and method than surveying.
