El Salto: from private well to formal aqueduct

A development that grew for years on a private well and informal expansions, now in full regularization before AyA — with availability denials reversed along the way.

The starting point

Decades of informal growth

The development had historically been supplied by a private well and multiple expansions made over the years. Regulatory changes and the urban situation forced a migration to a formal AyA-run system.

That meant facing everything accumulated at once: regularizing the hydraulic infrastructure, constituting an easement in favor of AyA, and correcting years of technical and legal loose ends — while availability letters came back negative.

The diagnosis

Ordering the technical-legal puzzle

RAM began with a complete technical and regulatory diagnosis: what existed, what complied, what was missing, and in what order to attack it. From there came the hydraulic design — including two pressure-reducing valves — the plans and the APC-CFIA processing (code 1135006).

The negative availability letters were fought through the technical-legal route, including a constitutional injunction, until they were reversed and the project's path opened.

The knot

The most complex easement in our portfolio

The pipe crosses land of multiple owners, and the easement in favor of AyA dragged a deeper problem: a topographic correction file that had to be resolved before the institution.

Owner coordination, technical and legal corrections, and integral follow-up of the file — the kind of management where most projects give up, and where this one advanced.

Today

Under construction, with reception as the target

The 1,615-meter, 150 mm PVC works are under construction (2025-2026), designed from day one with AyA's reception requirements as the goal.

The end game: incorporating the development into AyA's formal scheme and enabling the orderly continuity of future availability letters. The impossible part is already unblocked; what remains is finishing the build.
